The Citizen's Advisory Council

Guidelines Approved September 9, 2002

1. Mission

The mission of the Citizen's Advisory Council is to give guidance and feedback based on personal experience to the Community Shelter Board in order to improve homeless service programs and ultimately reduce the number of homeless people in Columbus and Franklin County, Ohio.

2. Membership

The CAC shall consist of at least 8 members, each with personal experience of homelessness at some point in their
lives. Members must be residents of Franklin County.

Persons with experience from CSB men's programs, women's programs, and family service programs shall be represented. CSB shall ask its partner agencies for a list of persons to nominate at least annually.

Members may be nominated by CSB, its partner agencies, or other CAC members. Nominations shall be voted upon by current members of the CAC, and must receive a majority of two-thirds of the members.

Candidates for CAC membership shall be reviewed by the CSB Program Director prior to election.

The term of membership is two years, with additional terms possible. Members must be re-nominated and reviewed by CSB each two years.

Membership may be terminated for missing three consecutive meetings without notification, or for missing 5 or more meetings per year. Decisions on member status will be discussed by CSB and the CAC.

3. Meetings

Meetings will be held on the second Monday of each month from 5:30 p.m. to 7:30 p.m.at CSB's office. Meeting times and locations may vary to suit the needs of the group. A quorum of 5 members must be present to constitute a valid meeting. Meetings will be organized and chaired by a facilitator selected by CSB.

4. Subjects for Consideration

The CAC will consider issues at the request of CSB.

Other persons or organizations requesting advice or consideration from the CAC shall first make the request to CSB. CSB will consider such requests, and forward those which require action to the CAC.

Individual members of the CAC may bring issues forth for consideration to CSB. CSB will consider such requests, and forward those which require action to the CAC as a group. Members agree to work toward the mission of the CAC.
